Is it me or is Twitter as the de facto public town square falling into Elon Musk’s hands a contradiction in terms?

Aside from Disneyland and a handful of dystopian hyper-guarded real estate developments, when is a public town square ever private? How can a public square belong to private interests?

Surely by definition a public town square belongs to the public?
